New vehicle registration rules
On October 15, 2013 a new document came into effect regarding the rules for registering a vehicle. He made significant amendments not only to the registration procedure, but also to the procedure for removal from it. Now there is the opportunity to remove (put) a car on the account in any unit of the traffic police of our vast country.
From now on, in fact, there is no need to remove the car from the register. Obtaining transit numbers is necessary only in the case of a permanent departure for the territory of our country.
As you know, before the entry into force of this procedure, deregistration of a car in the traffic police was carried out in the event of its transfer to another owner. Now this procedure has been simplified. Selling a car, the owner is not required to contact the traffic police department. The purchase and sale procedure is as follows: a contract is concluded, the parties exchange money and keys. After that, within 10 days, the new owner needs to re-register the car to himself in any traffic police department. At the same time, he can keep his old license plates or take new ones. Therefore, the sale of a vehicle does not provide for deregistration by definition.
It will be possible to deregister the sold car, or rather to stop registering it, on the tenth day if the new owner has not fulfilled his obligation and has not re-registered the car to himself. After that, the vehicle will be put on the wanted list.
Under what conditions is it necessary to remove a car from the register
If earlier, most often, a car was deregistered for its upcoming sale, then after the introduction of new amendments this is not necessary. Now, the main circumstances in which this procedure is necessary are:
- car export outside the country;
- partial or complete disposal of the vehicle.
The new regulation in addition to deregistration involves another procedure - the termination of registration of the vehicle. What is the difference? The fact is that now, if the car is deregistered, it will be impossible to renew its registration. That is, you can resort to this procedure only if you intend to transfer the car to an organization that provides recycling services.
In other cases, you just need to stop registering the vehicle. For example, if a person has a car that cannot be repaired and wants to dispose of it, then he must remove the car from the traffic police account. If he wants to keep any part with a registration number, he will have to release it.
Transport tax will not be charged either after the termination of registration, or after removing the vehicle from the register.
Complete car recycling
Full disposal is carried out when the machine is no longer suitable for further use. How to remove a car from the register? The machine is deregistered, together with all its parts that have their number.
In order to dispose of the vehicle, you must cancel the registration. For this, the following documents must be submitted to the traffic police:
- application for disposal;
- passport;
- Title
- STS;
- number plates;
- receipt of payment of state duty for a license plate.
The statement should indicate that a certificate for the released parts is not required, numbers and all documents are attached.
Disposal of cars with partial release of automobile units
Partial disposal is the procedure for putting the vehicle in without any detail. For example, without an engine, which in the future is planned to be sold separately.
How to remove a car from the register? In this case, it will be necessary to submit the same documents as for full disposal. In the application for the partial processing procedure, a mark is made with a request for a certificate for the desired unit.
But the process itself is a little different. The numbers will be verified on units that will not be disposed of. If the car is not on the move, you can invite a car inspector to his parking lot, who will inspect and write the corresponding conclusion. Then you will need to give all the documents together with the receipt for paying the tax for issuing the certificate for the released license plates, and in return get a certificate of the necessary unit.

Credit car deregistration
If the car was purchased at the expense of borrowed funds and acted as a pledge, you can remove it from the register by submitting the following documents:
- passport and TIN of the owner or general power of attorney;
- STS;
- Title
- receipts for payment of necessary payments in MREO;
- loan agreement (original);
- bank statement that the loan has been fully repaid and there are no complaints against you;
- pledge agreement (original).
How to deregister a car?
In order to remove the car from the register, you should contact any unit of the traffic police. After filling out the application, the car must be driven away to the observation deck. There the inspector will check it, check the provided data, numbers and make a corresponding note in the statement. After that, having paid the state fee, you will need to hand over all the collected papers and clean license plates to the window for receiving documents.
With full disposal, you can remove the car from the register without submitting it for examination.
After completing the procedure, the owner of the car is issued his passport. All other documents remain in the traffic police. If the owner so desires, he may be issued a certificate from the registry confirming the transaction.
If the deregistration was partial, then for inspection the inspector will need to submit either the unit that is supposed to be stored, or the vehicle itself. Help from the registry in this case is also issued.
How to remove a car from the register? Naturally, before arriving at the traffic police department, the car must be prepared for inspection by an inspector. The car needs to be washed, cleaned all registration plates. Employees may refuse inspection for the following reasons:
- glass tinting is present;
- headlights are painted over;
- it is not possible to view registration marks and numbers;
- once-through muffler.
When all documents are submitted, there are no shortcomings, due to which a refusal to deregister is possible, this procedure will take about one hour.
Travel abroad
The second circumstance in which car deregistration is considered mandatory is the removal of a vehicle from Russia by a person who is not a citizen of our country. The required documents include a vehicle purchase and sale agreement confirming ownership, and a receipt on payment of the “transit” issuance fee, the amount of which in 2015 is 1,000 rubles. After all checks and procedures, the owner receives transit numbers at which he drives the car abroad for subsequent registration. In Russia, such a car can no longer be put back on the register.
Together with temporary license plates, a registration certificate is issued in the name of the new owner.It will indicate the country where the car is driven, and a record that the vehicle must be smuggled out of Russia within ten days. All this will be fixed by the signature of the employee and the stamp of the registration unit.
It is worth noting that in this situation, in the absence of a technical passport, it will not be possible to remove the car from the register. It will be necessary to restore it initially. To do this, write a statement about the loss of TCP. And only after the issuance of a duplicate, do the deregistration procedure take place on the vehicle.
Without a personal inspection of the car by the traffic police inspector, a car for traveling abroad is not deregistered.

You can deregister a car in any branch of the state MREO. Moreover, there is no difference in which region it was registered and in which its owner is registered.
For deregistration, you will need to pay a state fee. In 2015, its size is 200 rubles.

- Existing fines do not affect the registration and deregistration of the vehicle. They cannot be a reason for refusing to carry out the procedure. To this, the employees of the MREO have no rights.
- Carefully check the issued documents. If you have any errors and typos, you will have to redo them.
- Examination of the car is not an integral part of the procedure and is carried out only at the personal request of the owner. And when setting up, and when removing the vehicle from the register, only a vehicle inspection is mandatory.
- If you were denied deregistration, require the inspector to provide written reasoning for your actions.
